In islam is that allowed to do love marrige or not

Yes love or arrange, a marriage done with proper customs and blessing of all, is allowed in islam.

Age difference is very personal kind of thing but usually boy should be older than girl and they both must be adult, at least 18.

If the girl is 21 years old and the boy 22 years old than is allow in islam.
