I have just had metal stopcock replaced by a plastic stopcock and the earthing wire has not been relocated , just left unattached

Attaching to plastic won't help. Need to find the nearest copper or steel water line and attach to that.

Brain Nailed it! The ground wire must be connected to a metal pipe. Good luck, Tom
