Often I have spending money left on my return from vacation overseas. I know anything over $10,000 has to be pre-declared with customs using a form. Often times I bring back half of what I brought, is the money still taxable or needs to be claimed with US Customs on my return ?

You have to declare it, but there are no taxes due.
