I believe there IS a tax treaty with Austria. However, you can download IRS Pub 901 from Internal Revenue Service and check for yourself.

If you have to file a tax return, file Form 1040NR or 1040NR-EZ.

If you do not have to file a tax return, you STILL must file Form 8843.
