There is no law about dating, but your parents will have to agree. The other stuff "kissing, touching, kissing body parts" is not dating, that's sexual activity. Most States are set at 16 for legal age of consent, some are higher. So no, you would not able to have any sexual contact between the two of you, or anyone else for that matter.

You can go out to a movie and hold hands (if both of your parents agree to let you date), but holding hands is about it.

As for the other part of your question, I don't believe that astrological signs matter, so you'd need to find someone that believes in that sort of thing to answer that part of your question.

They're breaking the law.

I don't think 14/15 year olds ought to be doing anything sexual.

Doesn't matter what other people are doing. The fact is its illegal. As Alty said, dating, as long as you have parental permission, is fine. Anything sexual beyond holding hands and kissing can lead to jail.
