I was in car accident. I was in line of traffic at stop sign to cross two lane road. I stopped at stop sign. I checked traffic to left, vehicle was approaching with right turn signal on. I checked traffic to right, no vehicles on roadway. I checked traffic back to my left, vehicle approaching and slowing with right turn signal on. I proceed to go across roadway and am hit by vehicle approaching from left with right turn signal on. Am I at fault for failure to yield right of way or should other vehicle be at fault for failure to turn?

You are at fault... you entered the roadway causing the accident. Their turn signal being on has no bearing on this. They had the right of way. You violated the right of way.

My understamding of this situation is that you are at fault. There are rules about mandatory use of turn signals before turning or slowing to make a turn, but to my knowledge no rule that says if you activate your turn signal you are required to actually turn. Also, not knowing the specific lay out of roads, it's possible that the oncoming motorist was signaling to turn into a driveway or the next street beyond the one you were on. This is why you should never assume that a turn signal indicates the motorist is turning onto your street.
