My mom's father died August, 2002 and she has a half brother/sister and wants to know where they are. She knows that he/she is younger. She doesn't know their name or the mothers name, but she wants a relationahip with her half sibling.

It is impossible to locate someone whose name you do not know - I'm an investigator, and I wouldn't know where to begin.

You don't know their names and you don't know where they live? How would anyone find them?

You don't know if it's a male or female, you don't have names, you have no info at all. So please, tell me how anyone is supposed to help you find this person. You have a better chance winning the lottery.
