You cannot do this before birth. She may, and has every right to, change her mind when she actually sees and holds the child.
You need a lawyer, and you need to do this through the courts. You also need to get your sister into counseling so that she understands exactly what she is giving up.
Nothing can be finalized until after birth.However, you can have an agreement drawn up and signed prior to the birth.
You NEED a Family Law attorney to draw up an agreement and make sure it goes properly through the legal channels.
Synnen is right that the mother can change her mind. Depending on local laws, will depend on how long after birth she (or the father) has to change their minds. That's why you need an attorney to guide you through this process.
