I am female so it can't be prostate--sometimes I can't go at all-other times if I sit there long enough I can all the sudden go but then it will just stop when I know there is more--usually have to try again within 15 min or so. Minor pain.

How old are you? If there is pain then you should see doctor.
I am female, 66, and have this too, but no pain. I chalk it up to sagging organs pressing on my bladder, making me think I have to pee way before I do, plus I have a chronic irritated nerve that hits the side of my bladder on it's way down my leg.
If you have pain, even a little, it could be a simple UTI, urinary tract infection. That's the first thing your doctor will probably test you for, with a urine sample. The treatment is antibiotics. If it's not that, your doctor will continue to test.
