My eight month old Golden Retreiver does not eat food and I notice that he is panting and gets tired soon. But he drinks water all the time.

If he is not eating, which is bad enough, panting could mean he is in pain or anxious. We can't diagnose on this site, Margaret, that is impossible to do on the internet. I suggest you take him to the vet immediately.
