Typically not. If the flapper is leaking, however, the water can be getting under the flapper and it will only seal when there is a good head of water. Put some food coloring in the tank and see if it leaks into the bowl. I would shut the water off at the house valve and then go look at the meter. Is the little red pointer moving? If so, you could have a leak between the meter and the house.
Brain nailed it! Simply replace the flapper and check the seat for nicks or rough spots and your problem's solved, Good luck, Tom
