Then I assume it's a voluntary notice... unless you object to your neighbors renovating their house. I had to ask because if it was your house then you would have to attend.
There might be a number of reasons... the structure isn't designed for the weight... there might be ordinances prohibiting three story buildings... ( we have something like that where I live)... you would have to ask the local zoning and planning office... they will be able to answer that question.
There are a number of reasons that go into their decisions... and they can be very local in nature... meaning it might be a local ordinance.. Also... how some areas determine living space size is not the same as others... for example... where I live... they consider it based on the outside dimensions of the house, even though I have two floors... ( I don't have a real basement)... some places consider the space that is finished... and if that third floor isn't finished... and is like a large attic... converting that to living space requires certain codes and inspections... as well as permits first of all. They can choose to not allow it for any number of reasons... some of them safety related. Again.. its best to ask them because the rules and laws vary greatly even from one city to the next.
