Elderly folks have a large cement step up at the entry door.

I would build two steps out of P.T. right over the concrete or take it out.
The typical step is 8" of both riser and tread.
I made steps for myself (5'1" tall and 66 years old) that I call my LOL steps - Little Old Lady, with each step only 6" high.
I put a slab of bluestone at the base, and built up the gravel a bit, so that from stone to porch is 18", and divides by 3 evenly.
They might be even happier with a 4 or 5" step, so you could design them how you wish. You just can't use store-made stringers and it might take some work to make one. I made a template on paper because I cut the first one wrong.

Alternatively you could make forms and build another concrete step and add to the height of the existing one. Probably cheaper, two bags of mix and some scrap wood for forms, but a lot of weight, and you need a good gravel base under the new bottom step, and the bottom step won't adhere to the old one, and might eventually pull away...

If adding a concrete step, drill some 1/4''hole in old concrete slab and put in 1/4'' rod. Tie wire mesh to these rods.

This will give new step strength and will hold it in place.
