My rpm gauge, speedometer, and mileage indicator will not work until my 2004 warms up. I was told it might be the instrument cluster panel.

I seems to me that there is a bad connective somewhere in the dashboard that only makes a good connection after it warms up. This could be a bad solder joint on the cluster itself. If you can remove the cluster look for cracked or broken solder joints.
