Is it posable to wire 220 volt into a regular 110 receptical and get 220? If so how would it be done?

If you have the knowledge to hook up a 220 volt wire from the breaker box to the receptacle then the answer is yes. The actual plug is different as to NOT confuse future home owner from plugging in a 110 appliance/lamp and blowing it up. If there is a wire already going to that receptacle from breaker box you need to ensure that that wire does NOT supply electricity(220) to other receptacles/lighting

I have 220 going into a sub panal.So from the double pull breaker I have a black going to one side of the receptacle and a red going to the other side of the receptacle. Will this give me 220 at the receptacle?

To get 220/240 you have to have 2 hot(110) and 1 neutral. That is 3 wires.

To try to wire a standard 110 outlet to 220 is illegal and can cause a fire and/or serious bodily harm, even death.

You need to buy a NEMA outlet designed for 240. If will fit in a regular box.

Did you mean ground, Chuck? Or 120/240? 240 does not use a neutral.

What you need to do is explain what you are trying to do.
I get the impression that you don't know what you are doing and are just explaining what you think is going on.
On top of all this is the wire and breaker size. 240V is only one part of the equation. What amperage are we talking about? What is this circuit for?
