Pretty sure this was an early 90's movie. It's a cartoon about a young girl who is sick? She is confined to a wheelchair and her brother takes care of her and its around the holidays. He tells her a story of this magical land where she meets this queen and there are singing owls (if I remember correctly) and its snowing and at one point she gets a snowglobe?
