First, turn the ignition to ON and listen for the fuel pump, in the gas tank, whine. Second, disconnect the main relay and jump terminals 5 and 7. When you turn the ignition to ON, you should hear the fuel pump run. Let me say very few Honda fuel pumps fail. Most of the time they are replaced by mechanics who "figure" it must be the fuel pump, when it really isn't. Often, the problem is with a fuse, main relay, or ECM (preventing the main relay and fuel pump from operating properly).

I'd begin by testing all under-dash and under-hood fuses with a test light or multimeter. Then, I'd run the K-Test on the ECM.
Crack the nut on the fuel rail and crank engine. If it sprays out ,it's OK.
