I bought a 400v three phase water pump. Can it be connected to the available three phase 220v power supply lines?

You will need a transformer to provide the required voltage and current.

The difference between 400v and 220v is very significant.

Check the motor whether it is rated for dual voltage(220 as well as 400V),if so you can reconnect terminals to 220V.
