A/c unit does not turn on inside or outside. Thermostat clicks to come on but nothing for inside or outside unit even on fan mode. Unit previously froze up turned off for two days then went to turn back in and nothing.

Try the Inside and outside disconnects to be sure they are on, You need 24 volts out of transformer.
Do you have a meter?
