My name is Carlos but I never go by that. I always go by Charlie. My legal paperwork is Carlos. I want to legally change it to Charlie but I live in Puerto Rico. How can I change it to the English version

You can either legally change your name, or simply use Charlie as the name you are known as.
The first option takes time and money the second doesn't.

Apply to the court for a change of name.
