The toilet does not have any water in it. It has not been used for a couple of months.
I'm not sure what to do. The tank does have water. If I flush it, is there a chance of it overflowing?

You have to change the float.

Short answer / opinion - NO !
If the water evaporated over time it will still flush fine,
But it could be a symptom of not being vebted properly which could suck out the water.
The water is supposed to block sewer gas from coming up and out. This gas is flammable and smelly, so it is not ideal. Flush and note if the water disappears again.
If you are worried about over flowing, then grab the flush valve inside the tank and if the tank is close to overflowing then push it closed.

Open the lid to the tank. A pipe comes up in the middle of the tank - this is the overflow tube. At it's base will be the flush valve. It's like a bulb shape - round from the top. It's usually attached to the flush handle with a slightly slack chain. You can lift it slightly to let through some water - if lifted the whole way up - most of the tank will empty into the bowl... Even if the toilet overflows it's not going to be by a lot of water. Unless it is clogged and the flushvalve doesn't return - then shut off the water feed valve...
