I was about 10 when I saw this movie so maybe the infos aren't accurate.
The movie had two parts.

It was about a scroll, written by an old man. It was really powerful or something, and because of that it was stolen by some evil. (Oh and this played on an another world/dimension etc.) The main caracter was a caucasian male (sorry I couldn't describe it better) who was from our world. And because the scroll was stolen, they needed the help from our.

- the hero got a pen, what could be transformed to a spear
- there was a monkey tailed man in the other world (maybe king or something)
- a small godess/messanger who traveled on a cloud, and when she had fallen in love with the main character, her powers were taken by the higher "authorities"
- there was a trial between the good and the evil side, (with flashbacks)
