What is your location ?
This varies GREATLY by state.
In most USA states you can paint anything and everything under and around the parking place and it will not mean a thing without a sign posted in fron of the parking space. Where are you? BTW there are no rules, on;ly written laws.
In many areas, no there is no requirements for blue lines, this is done as a extra notice for parking, but a sign is all that is required.
Regardless of statutes, you check off the back of the ticket saying you want to contest it, and go do so. This happened to me once and I won. I never would have parked in a handicap spot. I ranted for about 20 seconds and said 'check my history.' I also brought measurements and had drawn a diagram. I had no camera at the time.
(The parking spaces had been repainted and moved but the sign wasn't moved, so it was then off by a foot or so, and it was winter, and the lines were covered with ice and slush.)
