Im trying to find a horror movie name. A man shows up at a police station that is closing down so not very many people working. Its around Christmas time. They bring in a killer that keeps playing mind tricks on them like being handcuffed then unhandcuffed. They go out to his vehicle parked in front of police station and open it up and find bodies. He starts killing them off one by one or some of them even kill themselves through his mind games. I remember one scene he was sitting in the room with one other officer and was just staring at him and the officer was seeing all sorts of weird things. Please help its driving me insane. May not have been very popular because I haven't been able to find any information on it but I really liked the movie.

I know there is a movie called the Traveler with Val Kilmer this is not the movie I am looking for.
