Loose the extra weight if you have any... boobs will be the first place to go.

There is no other way that's non-surgical.

The only option you have is surgery - if you are not wearing a "minimizer bra" I would buy one. They make you look smaller.

There is no way to make them small, you are going to be the size you are. You appear just to be developing faster than other girls your age. And yes most likely the boys your age notice and the girls joke. ( they will wish they had large in a few years)
