You are not responsible for repairing what you did not "break."

Was the leak fixed, and the damage repaired? Who ordered the work done?

The landlord is responsible for any structural repairs. Now if you left a basement window open or damaged the foundation then you might be responsible. Otherwise it is his responsibility.

Tell the landlord you will report him to the housing department if he doesn't do the repairs. Or you ccan send him a letter stating if he doesn't make the repair within a week, you will have someone come in and make the repairs and then take the cost out of the rent.

The leakage was there when we moved in the basement was full of mold and I took bleach and spray the heck out of the mold. I told the landlord about this when we moved in and didn't do anything. I'm calling tomarrow again and doing what u said.. if that work what should I do.. it only floods down in the basement when it rains.. all my windows down there are boarded up..

If the landlord still refuses to deal with it,you either report it as an unsafe living condition or you find a contractor who waterproof basements.
