    Faulty CE1177 Voltage
Followed manual instructions to activate CE1177 Weather station on a PC; no joy. Thought transmitter could be too far from receiver; brought it into same room as receiver; still no joy. Lithium cells are all of a few hours old and measure 1.75 volts with 14 mA load. In the CE1177 transmitter they are apparently wired as two pairs in parallel which are in turn in series implying 3.5 V between the two terminals near the plastic plug end of the transmitter. Confoundingly, the voltage at those terminals is zero which means the transmitter does not work. Is this normal? What am I missing?
