    I took the diverter off and it still does the same thing

    More info please. What diverter did you take off. And what is the original problem that let you to taking off the diverter? Kitchen sink fuacet, tub/shower fuacet?

    Suspect something partially obstructing pipe between valve and tub spout.

    If the shower head screws on to the shower arm, get a 1/2 pipe cap, iron or PVC. Remove shower head and screw on pipe cap. Open faucet and see if you can clear pipe (with spout removed).

    If shower head does not screw onto arm, purchase 6" black pipe nipple and cap. Remove shower arm and screw in pipe nipple and cap.

    When reinstalling shower arm use plenty of pipe dope.
