Lost of parental rights and child support
If my rights have been terminated and kids were adopted, do
I still have to pay arrears and can they take my federal tax return?

Generally you do have to pay arrears, though no more current child support will accrue.

If you owe arrears, they can take your tax return.

Im going to address this quickly. If you owe arrears they last a lifetime until they are paid. If the arrears are from a state that charges interest the amount will continue to go higher. As mentioned current support would end. But you may still see an increase if your arrears are such that your contribution is too small to pay them off.

Yes normally you pay arrears, and yes they can take the tax money
Also normally garnish you pay and attach checking accounts if they want to
