Idler pulley could be bad, a bad motor or a bad bearing that has jammed the drum. I'd go with the pulley.

I can turn it by hand but turns hard? Still think that is the problem? How do I repair this?

Can you hear the motor running? If not, could be the motor or timer. Power to dryer? If power and motor turns, it's a bad idler or bearing. You will need to pull the bottom plate off to do a quick look and pull the case or back off for repairs. If you have no experience doing this, have a repair person do it.

Yes I can hear the motor running so I believe I will start with the bearing. Thanks!

Might just be the idler pulley. There are 2 roller bearing in the front and 1 in the back. If this is an old dryer, you might think about a replacement since the repair cost may surprise you.
