We have no hot or cold water at any faucet inside or outside the house. Water meter is not turning at all. I thought we had frozen pipes which we've never had in 7 years at much colder temperatures. Plus it been about 60 degrees the last 3 days. Couls a bad backflow valve on the water meter prevent water to the house?

Hit the backflow preventer with a small hammer. Are you sure the water isn't turned off at the curb box?

I just tried hitting the backflow preventer (or what I thought was the backflow preventer) with no luck. The shutoff on the water association side of the meter, the shutoff on the meter, the shut off on my side of the meter, & the shutoff 3 ft after the main comes out of the ground are all open.
