When I flush the bowl it don't fill as fast like it did unless I turn the shut off valu off and then slowly a little then it will fill up fast been doing this for 4 days

Shut off water under toilet and remove water line to toilet. Put in pail or deep pot and turn on water. How is pressure of water coming out of hose. If strong, reconnect to toilet and turn water on.

If you still have problem then you have a blockage in the filler equipment. The easiest way to fix is replace it.
