How do I get two people out of my house who do not live with me or pay any type of bill, nor did we ask them for anything. We try to help them with a place for a few days and now they don't want to leave. I called the police to have them removed. But they said they cannot do that. They are not on my lease. They have been there about a month and a half. The only mail they receive are government food stamps.

Oh the city is Fargo, North Dakota

If they receive any mail, especially including government mailings, then they have to be considered as a tenant even though they aren't on the lease and pay no rent. You have to give them a written notice informing them that their tenancy is terminated and they must move out within 30 days. If they haven't moved out by then you have to file a lawsuit for eviction.
