Every time we use the toilet we can't flush toilet paper at all it cloggs up so easily so we don't flush it but still tends to clogged up seems our neighbors have the same problem if it ain't our house it's theirs and it's every 2 weeks we've paid 5 times and it happens again what can it be we are renting our house

Sounds like its time to have a sewer camera sent down the drain. This way you will know exactly what you have underground, and what is causing the issue. It may be time to have a sewer replacement. I would suggest talking to your neighbor and seeing if they would be up for doing the same thing. If so, schedule the jobs to be done at the same time. It may cut down on the cost for both of you.
