Google drugstore beetle and cigarette beetle, 2 tiny beetles which look a lot alike.
If they are wiggly larvae which as an adult is a tiny moth, they are Indian meal moth, called pantry moth.
Treating isn't easy. It means throwing out a lot of food and paper, cleaning every single cupboard inside and out, floors, walls, every corner, removing and washing all your dishes, using a bug spray, waiting, and cleaning again to get the bug spray off. It is possible but some people never have any success.
