I live in Texas and obtained a private student loan in 2006 with a co-signer whom is now deceased. Can the private lender garnish my wages or take my tax returns because I've defaulted om my loan?

This was not a government loan ? Through a lender ?
They can but will have to get a judgement first. After that, yes they can garnish wages and attach income tax refunds.
