I have a briggs & stratton snowblower, it will only run on fuel that I put in the spark plug, when I prime it, it sounds like it is sucking air.. the bowl on the carb is full with fuel..

A bit vague here; time was when I would tell you that Briggs did not make smowthrowers, but now since they own a significant part of the market, they do (though not under their name.) The usual result of your query would be to surmise that the jets in the carb are plugged not allowing fuel to enter the airstream and be atomized for combustion. The low-down is that your carb may have fuel in the bowl, but it is not getting through the carb becacause it is dirty, other parts of it.
