GE Refrigerator - Flap on ice maker keeps opening and closing

The refrigerator and freezer work fine. The ice maker and water dispenser works are both working. Water is flowing to both. I requested ice and after the ice dispensed, the flap kept opening and closing. I checked for a blockage, there was none. I changed the setting and reqested water, that worked fine but that flap kept opening and closing. I unplugged the unit and gave it a "time out" for 10 minutes, plugged it back in, and the flap started again. I changed the water filter, still flapping. The only way I could stop the flapping was to disconnect the electricity to the door panel (the plug on the top of the unit right above the ice maker by the hinge). I want to fix it, but have no idea where to start.
