Please don't tell him you love him. That would be totally embarrassing because you can't love him if he doesn't talk to you and you don't know him.

You said you're too scared to tell him you like him. So what made you think in the first place you had to actually tell him? Walking up to a guy you don't know and saying I love you will make him think your weird! If you really want him to know that you like him, let him catch you staring at him. It'll make him grin and boast his ego. Why don't you try and become friends with him instead?
