When my neighbor does laundry water comes into my toilet
I live in a condo, when my upstairs neighbor does laundry, water comes into my toilet. My condo association will not call a plumber, they say it's "just the way the building is". I of course fear flooding, but I am also concerned that water from the sewer lines is coming into my home and sitting in my toilet until I happen to come home and flush. This cannot be sanitary. Can you tell me where I may go to get some documentation so that my condo assosiation will do something about it?

If you give us the country you live in and the State or Province someone miht be able to direct you to specific information.

But in a general sense.. if they repeated ignore this after they have been repeated notified they can be setting themselves up for expensive liability claims... I do hope you have been providing them notice in writing and have copies proving when and how many times you have done so in case it comes to that.

I am going to start keeping track now after they just told me "no" again last night. I live in Long Beach, CA, which is in Los Angeles county, USA.

You can start here: City of Long Beach, CA - Departments

But Laundry backup and sewer lines are very different. Unless you have seen any evidence such matter in your toilet, I doubt if that's an issue.

Assuming you have documented what's happening, if they don't fix it and damage does occur, you have a cause of action against them.

I agree that it is not the actual sewer line, but the laundry water is coming up from the toilet drain, it must be picking up some germs and particles along the way. I don't want to be overly paranoid, but it grosses me out... and I have cats that have been know to occasionaly drink from the toilet.

I agree you are entitled to have this fixed. But you will probably have to get the building dept to give them a citation.

Get in the habit of closing the lid.

If you do that, unless it smells bad, I don't see a real problem. But as ScottGem wrote, you are entilted to have this fixed.
