I have a 14 week old puppy who has not been acting right he is not eating and he is throwing up I have gotten him to take small bites of chicken then he turns his nose up at it. He is not puking blood nor food its all bile.

Get him to the vet. We don't know what he has had for shots and when, and whether he could have picked up something serious in between, or swallowed a sharp object, or what.

There is absolutely no way to give a diagnosis online. We can guess, and the guesses would range anywhere from something small like a tummy upset, to parvo. You can't leave this and hope for the best. You need to take him to a vet immediately.
