I have been in F1 status for a year and a half, and before that I was doing some self-employment in my country, I'm wonder if I can still do it with no money moving to US, I'm just expecting to do this for a couple of hours per week, with no intentions to replace my current financial aid, I just want to keep a system running without affecting my own finance, I have been paying for some servers without charge but I can't do this any more.

So, I'm planning to setup this: A paypal account with information of my country, and card issued by my local bank and withdraw the money to the card.

I still have to issue some invoices from paypal, I can even just send emails requesting the money with paypal web page. I'm not having any contract with US companies and no money is passing through us banks.

So, is there any risk with IRS or immigration status?

As an F-1, you can't be employee for any US businesses, but you can be self-employed or partner in any businesses, local or overseas, and you can't work as employee even for your own business. No W-2, No 1099-MISC.
