My husband and I were separated for several years and he passed away a few months ago. I just received a bill for back taxes in California from 2001 for 42, 000. Will I have to pay these. Can they garnish my daughters SSI from him as well?

Were you married in 2001? If so and you filed a joint return, then you would be responsible for the taxes.
They can't touch the SSI (if I am reading you right).
They CANNOT touch the SSI because, legally, the SSI belongs to your daughter, even though you administer it for her.
