What, other than laser treatment can be done about toenail fungus that doesn't include taking drugs orally?

Amputation but that's a bit extreme.

THe problem is WHERE the fungus resides... UNDER the nail which is dead like hair...

Topical medications don't penitrate the dead nail go get to the fungus.

If you Google "toenail fungus treatments" or "toenail fungus tea tree oil" (without quote marks), you will find some chat boards on which people have posted their successes with foot soaking solutions of hydrogen peroxide and vinegar and then applied tea tree oil to the nails. It sounds like there are variations on this remedy, so try this or that to find out what works for you. Here is one toenail chat site (scroll down a bit for the beginning of the comments) --

Making sure your socks are clean and dry plus your toes aren't overcrowded and sweaty in your shoes will help too. In fact, sandal wearing with roomy socks might be a good idea until the fungus has cleared up.
