    Should the fan run when the heat is on
    Should the outside fan run when I am running the heat
    And there are two lines on the outside unit what are they for and which direction should the valve be turned

    Sounds like you have a heat pump & yes the outdoor fan should run in heating. Of the two copper lines, the large one should be hotter than the small. DON'T MESS WITH THE VALVES.
