I have a 208 3 phase panel from which I need to operate a 208 volt single phase motor. Is there any way to get the correct single phase voltage without using a transformer?

A single phase load will only need two of the three phase conductors.

No transformer is needed, just need a 2 pole circuit breaker sized for the motor you have.
