My outside unit works fine. Inside unit males a noise like it wants to kick on but never comes on. So is the motor bad on imside blower?

Could be a bad motor, or simply a bad motor capacitor. If you give the blower a push start when it is trying to run does it take off? If so, I would replace the cap. If not, you are most likely looking at a new motor.

I didn't touch anything on the inside. Im too scared to touch anything. I was wonder what was wrong before I called repair man. Last time a relay on outside went out and they charged us 300.00 & my husband could've changed it. That's why I was wondering if it was possible for another relay, but on the inside.

A bad relay inside is certainly a possibility.
