If I'm not working can I still claim my newborn?
I had a baby girl in June 2012 but have not worked for two years. Can I go in and claim her for my taxes?

If she qualifies as your dependent, yes. If you have no income, however, there is nothing to claim against. However, there may be some credits you are entitled to as a parent.

In order to get the Earned Income Credit (EIC) with one child, you MUST have some earned income.

Try to get a part-time job to qualify for the EIC. It IS worth the effort.
