Depends if you smoke it or make browines with it.

I roll catnip toys around in my hands to warm them and rehab them. That might work. Organic is the best catnip and longest lasting. I dump some in an old sock, tie off the end, and voilà!

A basic rule is, if you can smell it, it's probably still good. Store it in an airtight container, and it'll last longer. I know keeping it in the freezer keeps tobacco fresh longer, so the same might be true of catnip. Even if not, it shouldn't hurt it any.
