Hello, I was wondering can a Trailer Park in Louisville, Kentucky area charge a "move in fee"

I don't see why not.

If it is described in the lease, they can charge it. If it isn't, or you don't have a written lease, be sure to get something in writing from them indicating what this "move in fee" is for, whether it is refundable, etc.
